2. THE BLUE ENERTOPIA

 

As the world matures into the 21st Century, development in harmony with the natural environment will become the watchword. One approach being reviewed by the Asian Pacific Economic Cooperation (APEC) is the establishment of green enertopias-environmentally sound energy utopias-at ideal sites throughout the world. integrated use of the wide spectrum of natural energy alternatives in island settings can both serve as inspirational symbols and engineering test-beds for training and information sharing. Island networks, in particular, can better represent the future scenario at an affordable scale.

 

The following initial locations have been suggested for Project Green Enertopia:

 

・ Caribbean: being determined
・ China: Hainan Island
・ Hong Kong: being determined
・ Indonesia: Bali
・ Japan: Miyakojima
・ Korea: Cheju Island
・ Malaysia: being determined
・ Philippines: being determined
・ Taiwan: being determined
・ Thailand: being determined
・ UN Islands: Pohnpei
・ United States: Big Island of Hawaii

 

These sites will be a lot more than mere symbols, for they can become technological supermarkets for sustainable systems, serve an important hands-on training role, and allow for refinement of progressive solar, alternative transportation, and environmental energy incentives. It will be particularly useful for the full spectrum of hypothetical real world conditions to apply.

 

A variational model might be a marinebased focus, or a blue enertopia. The total program would then be for the designation of environmentally sound sustainable resource utopias, where the total island system, on land and sea, would be integrated into energy, economic, and educational packages.

 

Under this expanded mandate, Awajishima might be optimally positioned to take a pioneering role in serving the blue portion of the sustainable spectrum, for the island is relatively undeveloped with a varied coastal zone awaiting anointment as the dual-purpose marine developmental and environmental center for Osaka- Wan. Already, planning is in an advanced stage, for Awaji Island is scheduled to host one-third of the "marine subway stops" in the MARICO transportation system
